Each member church shall be entitled to a minimum of two lay delegates who are members of the member church, and if it has in excess of one hundred members, it shall have one additional lay delegate who is a member of the member church for each one hundred members or part thereof. No more than two pastors from any one member church may serve as pastoral delegates. When a member church has no pastoral delegate, the Chairman of the church may assume the voting privilege of a pastor. In the case of a member church with multiple sites, as determined by the Board, each site shall be treated as an individual church for the purpose of determining delegates
