Sam & Wendy Huggard, district Superintendent & Admin Assistant
Sam serves as the NEDA District Superintendent supporting New England EFCA churches & overseeing regional team members. Prior to working with NEDA, Sam planted & pastored an EFCA church in Alton, NH, & currently Sam is serving as lead pastor at BeFree Community Church in Dover, NH. Wendy serves as the NEDA administrative assistant. Both were born & raised in northern New England, served with Young Life before being called to local church ministry, & are committed to the expansion of God’s kingdom in New England.
Sam & Wendy have been married over 25 years, have 3 young adult children, & live in Rochester, NH. They are diehard Boston sports fans, enjoy playing cribbage, & love the ocean, lakes, & mountains of New England.
scott solberg, Connecticut regional superintendent
Scott serves as Regional Superintendent for the Connecticut churches in NEDA. For the past 20 years, Scott has been the Lead Pastor of Wethersfield EFC in Wethersfield, CT. Scott has a passion for leader development within the local church. With over 30 years of pastoral ministry experience, Scott enjoys coming alongside pastors to encourage them as they shepherd God’s people in their context.
Scott and his wife Bonnie have been married over 35 years. They have four adult children and four grandchildren.
paul voltmer, Northwest regional superintendent
Paul serves as the Regional Superintendent for NEDA churches in Vermont, Western Massachusetts, and Western New Hampshire. Since 2015, Paul has served as Pastor at Trinity EFC in Windsor, VT.
He and his wife, Julianne, served as missionaries in Austria for 14 years before returning to New Jersey in 2008, where Paul worked as Adjunct Professor of Sociology at the County College of Morris and also as Associate Pastor at Calvary EFC in Essex Fells, NJ. Married since 1994, Paul and Julianne have two adult children.
BRAD JOHNSON, PASTORAL CARE DIRECTOR
Brad serves as the part-time NEDA Pastoral Care Director. With over 40 years of pastoral ministry experience in youth, interim, associate, and senior pastor. roles Brad and his wife, Kathy, have a heart for supporting individuals and families in ministry, both proactively and reactively.
Brad is a graduate of Moody Bible Institute and has an MA in Biblical Counseling, an MDiv, and a DMin in Leadership. Kathy graduated twice from Moody—once in 1980 as a Church Music/Piano major and again in 2018 with a BS in Biblical Studies. Married since 1980, they have four children and 6 grandchildren.
Jeff keegan, director of credentialing
Jeff serves as the Director of Credentialing in NEDA. For 19 years, he served as the Pastor of Discipleship at Trinity EFC in Woodbridge, CT. Jeff has a deep passion for sound biblical education/teaching as well as godly leadership development within the local church. Prior to serving at Trinity, Jeff served on staff with InterVarsity Christian Fellowship for 18 years - 6 years as undergrad staff & then as Area Director in Western New York & then after 6 years at TEDS, he spent 12 yrs as Director of the InterVarsity Graduate Ministry at Yale University. Jeff has his MDiv and PhD in Biblical Studies from TEDS.
Jeff and his first wife, Cindy, were married for 33 yrs before her passing from pancreatic cancer in 2015. They have four adult children. Jeff remarried in 2018, and he & his wife Pam love spending time with their 9 grandchildren.
